Bulk HFC Importers and Producers
Companies placing bulk HFCs on the EU market must generally:
- be registered in the EU F-Gas Portal
- hold sufficient quota before placing HFCs on the market
- comply with customs and documentation requirements
- report their activities annually
Importers of Pre-Charged Equipment
Companies importing refrigeration, air-conditioning, heat pump equipment or other products pre-charged with HFCs may need:
- a valid F-Gas Portal registration
- sufficient quota authorisations or delegated authorisations
- a declaration of conformity and supporting documentation
- annual reporting and, where applicable, independent verification
Other Market Participants
Manufacturers, distributors, equipment operators and technicians may also be subject to requirements concerning product restrictions, labelling, leak prevention, recovery and professional certification.

Key compliance dates
Requirements depend on your role in the supply chain, the type of F-gas and the quantities placed on the EU market.
31 March: Annual Reporting
Companies subject to reporting obligations must submit information on their activities during the preceding calendar year.
Reporting thresholds vary depending on the type of F-gas, the activity performed and whether the gas is supplied in bulk or contained in products or equipment.
30 April: Verification
Where the relevant thresholds are met, reports and supporting documentation must be verified by an independent auditor registered in the F-Gas Portal.
Annual Quota Allocation
The European Commission allocates quota for the following calendar year by 31 December.
For quota allocated from 2026 onwards, eligible importers and producers must pay EUR 3 per tonne of CO₂ equivalent before receiving their allocation.
Ongoing HFC Phase-Down
The maximum amount of HFCs that can be placed on the EU market is progressively reduced, with the quota system reaching zero in 2050.
Understanding the EU HFC Quota System
The EU F-Gas Regulation limits the quantity of HFCs that can be placed on the European market.
The European Commission allocates quota to eligible producers and importers through the EU F-Gas Portal. Companies importing or producing bulk HFCs must hold sufficient quota at the time the gases are placed on the market.
Equipment pre-charged with HFCs is also covered by the quota system. However, equipment importers do not use bulk HFC quota directly. Instead, the HFCs contained in the equipment must be covered by quota authorisations or delegated authorisations.
As the phase-down progresses, available quota becomes increasingly limited, creating sourcing, pricing and compliance challenges for companies operating in the market.
Quota Transfers, Authorisations and Delegations
The F-gas market uses different mechanisms depending on whether a company places bulk HFCs or pre-charged equipment on the market.
Quota Transfer
A quota transfer moves HFC quota from one eligible undertaking to another through the F-Gas Portal. The recipient can use the transferred quota to place bulk HFCs on the EU market, subject to the applicable eligibility and registration requirements.
Authorisation
A quota authorisation allows an importer to account for the HFCs contained in equipment or products imported into the EU.
Authorisations can only be granted by eligible quota holders with a reference value and must be recorded through the F-Gas Portal.
Delegation
An authorisation manager may delegate an authorisation to a registered importer of equipment or products pre-charged with HFCs. The delegation must be completed through the F-Gas Portal and cannot be delegated again. Understanding the difference between these mechanisms is essential to avoid delays, insufficient quota coverage and compliance risks.
